"Petitioners implicitly claim that a typical citizen
of the District who can pass a criminal records and
mental records background check (such as the National
Instant Check System) is at serious risk of
committing murder. It is hard to imagine how such a
population could be considered fit for home rule."

A career felon I once knew (spent most of his life in prison) said the that the Real World is a crazier place than prison. I couldn't say, never having been incarcerated, but he surely had reason to whereof he spoke.
