In the August Issue of NRA’s American Rifleman, Wayne LaPierre has created a grassroots partnership called NRA Communications Strike Force. With the AWB scheduled to sunset in Sep 2004 there is going to be a lot of the BIG LIE being spewed in the media. The worst example was CNN’s reporting of a “range demonstration†showing a Preban AK-47 more deadly than a Post-Ban AK-47 by John Zarrella. Wayne was successful in confronting the network and have CNN set the record straight…. “Anyone that thinks the AWB is going to sunset has not reckoned with the power of mass media to twist public opinion in their favor.†- Wayne

So to all that have emailed the NRA saying support our rights, the NRA has listened. But they need your help for we are the eyes and ears of the NRA. We can all turn our heads and say the other guys will take care of it or the NRA will not listen to me….

I love how the anti-freedom parasites love to tar the NRA as this 'evil, powerful' organization. Funny, they never seem to mention that the NRA derives its powers from its 4 million members, most of them average, ordinary Americans who contribute only their dues plus small $20-30 contributions on occasion. Is it not self evident?

You know those little disclaimers financial institutions put that say "the past is no indication of the futre"? Well in this case the past IS the best indicator of the future.

Geez, I'm just bring some reality checking to the conversation.

Ain't no way we will be able to buy new "normal" capacity mags 18 months from now.

But it is just so hard, I "feel" like one of the good guys. But I find myself beat up at every turn. And, it is not just about guns. Seems like everything I hold near and dear is being attacked.

Right again! Can you imagine how much things have chanded in my 61 years?

Hint - The police didn't have to chase fleeing fellons and then wrestle for their lives with them. If they didn't stop when ordered, they were shot - and the community supported them. Number of officers killed wrestleing for their gun was MUCH lower.

Keep the faith! The pendelum is comming back our way. We will win this war of ideas - one mind at a time.

For necessary expenses of the Bureau of Alcohol , Tobacco and Firearms , including purchase of not to exceed 822 vehicles for police-type use, of which 650 shall be for replacement only, and hire of passenger motor vehicles; hire of aircraft; services of expert witnesses at such rates as may be determined by the Director; for payment of per diem and/or subsistence allowances to employees where a major investigative assignment requires an employee to work 16 hours or more per day or to remain overnight at his or her post of duty; not to exceed $20,000 for official reception and representation expenses; for training of State and local law enforcement agencies with or without reimbursement, including training in connection with the training and acquisition of canines for explosives and fire accelerants detection; not to exceed $50,000 for cooperative research and development programs for Laboratory Services and Fire Research Center activities; and provision of laboratory assistance to State and local agencies, with or without reimbursement, $886,430,000, of which not to exceed $1,000,000 shall be available for the payment of attorneys' fees as provided by 18 U.S.C. 924(d)(2); of which up to $2,000,000 shall be available for the equipping of any vessel, vehicle, equipment, or aircraft available for official use by a State or local law enforcement agency if the conveyance will be used in joint law enforcement operations with the Bureau of Alcohol , Tobacco and Firearms and for the payment of overtime salaries including Social Security and Medicare, travel, fuel, training, equipment, supplies, and other similar costs of State and local law enforcement personnel, including sworn officers and support personnel, that are incurred in joint operations with the Bureau of Alcohol , Tobacco and Firearms ; of which $13,000,000, to remain available until expended, shall be available for disbursements through grants, cooperative agreements or contracts to local governments for Gang Resistance Education and Training; and of which $3,200,000 for a new headquarters shall remain available until September 30, 2004: Provided, That no funds appropriated herein shall be available for salaries or administrative expenses in connection with consolidating or centralizing, within the Department of the Treasury, the records, or any portion thereof, of acquisition and disposition of firearms maintained by Federal firearms licensees: Provided further, That no funds appropriated herein shall be used to pay administrative expenses or the compensation of any officer or employee of the United States to implement an amendment or amendments to 27 CFR 178.118 or to change the definition of `Curios or relics' in 27 CFR 178.11 or remove any item from ATF Publication 5300.11 as it existed on January 1, 1994: Provided further, That none of the funds appropriated herein shall be available to investigate or act upon applications for relief from Federal firearms disabilities under 18 U.S.C. 925(c): Provided further, That such funds shall be available to investigate and act upon applications filed by corporations for relief from Federal firearms disabilities under 18 U.S.C. 925(c): Provided further, That no funds under this Act may be used to electronically retrieve information gathered pursuant to 18 U.S.C. 923(g)(4) by name or any personal identification code.

My cheesy review of the budget section posted above (I found my law license at the bottom of my Cheerios box this morning, all info was found through Google):

Provided, That no funds appropriated herein shall be available for salaries or administrative expenses in connection with consolidating or centralizing, within the Department of the Treasury, the records, or any portion thereof, of acquisition and disposition of firearms maintained by Federal firearms licensees:

Sounds good.

Provided further, That no funds appropriated herein shall be used to pay administrative expenses or the compensation of any officer or employee of the United States to implement an amendment or amendments to 27 CFR 178.118 or to change the definition of `Curios or relics' in 27 CFR 178.11 or remove any item from ATF Publication 5300.11 as it existed on January 1, 1994:

Has something to do with allowing all guns that are classified as C&R to be imported (see here for law cite) and preventing the ATF from removing guns from the C&R list (why did they pick '94?) either by changing the 50 year rule or by deleting C&Rs from the list of newer guns.

Provided further, That none of the funds appropriated herein shall be available to investigate or act upon applications for relief from Federal firearms disabilities under 18 U.S.C. 925(c):

Why is that still in there? :banghead: :banghead: (18 U.S.C. 925(c) is the section allowing for individuals to regain their RKBA after losing it)

Provided further, That such funds shall be available to investigate and act upon applications filed by corporations for relief from Federal firearms disabilities under 18 U.S.C. 925(c):

I guess this one is in there in case Winchester/Remington/Whoever makes a mistake and loses their FFL, so they can ask for it back, too bad the little guys get screwed by the previous provision.

Provided further, That no funds under this Act may be used to electronically retrieve information gathered pursuant to 18 U.S.C. 923(g)(4) by name or any personal identification code.

From what I can tell, it prevents the ATF from searching discontinued FFL's bound books electronically, but by hand is ok. (18 U.S.C. 923(g)(4) is the law that states FFLs must return bound books to the ATF within 30 days of going out of business)

The only bad one was the thing about no individual relief from firearm disability, but oh well, we cant win'em all in one shot. It reads to me like the ATF got spanked for playing games with Form6s (importation paperwork needed to bring guns into the country) for C&R guns. Were those provisions in the budget last year?

Haven't got a chance to use it yet, so I can't say. Hopefully, NRA can divert its resources from trying to sink the CATO 2nd Amendment suit long enough to address this issue with its full weight.
