Odd 9mm bullet?

Got an odd 9mm cartridge in a bag of 5.56 and .308 cases a friend gave me. The tip of the bullet is painted red with a blue ring underneath. The head stamp is LEW 06 and the primer is sealed with what looks like purple paint. Anybody got a clue as to what this is? I'll try to get a pic on here.:confused:

This is a newly delivered cartridge made 2000 by Hirtenberger, Austria. The colour is new with a red tip on the projectile (NATO standard) and with blue around the neck and primer.
 
I seem to remember seeing purple sealant on Israeli stuff before.

EDIT: Finding mentionings of the Pakis and South Africans also using purple sealant.
 
It could possibly be a nylon practice bullet. Is it red paint or is the bullet red material. Does the blue band scractch like paint or plastic?
