Starting November 1, 2012 Oklahoma will allow those from Constitutional Carry States the right to carry in Oklahoma Under their state Constitutional Carry Law. At this time this new law only applies to Residents of Alaska, Arizona, Vermont and Wyoming. The AZ, AK, VT and WY pages at www.handgunlaw.us will be updated to show this change on or about Nov 1, 2010. I don’t want to make changes on those pages until the law takes effect. Here is the law as passed and signed by the Governor.

21 O.S. Section 1290.26 (Effective Date of This New Law 11/1/12 as Amended by SB 1785)
B. Any person entering this state in possession of a firearm authorized for concealed carry upon the authority of a state that is a nonpermitted carry state and the person is in compliance with the Oklahoma Self-Defense Act, the person is authorized to carry a concealed firearm in this state. The firearm must be carried fully concealed from detection and view, and upon coming in contact with any peace officer of this state, the person must disclose the fact that he or she is in possession of a concealed firearm pursuant to the nonpermitting laws of the state in which he or she is a legal resident. The person shall present proper identification by a valid photo ID as proof that he or she is a legal resident in such a non-permitting state. The Department of Public Safety shall keep a current list of non-permitting states for law enforcement officers to confirm that a state is nonpermitting.

Kentucky opened up their carry law just a little. Allowing people to carry concealed on property without a permit/license in certain instances. Here is the law as signed by the Governor.

KRS 527.020 (As amended by HB484 )
(9) The provisions of this section shall not apply to a person who carries a concealed deadly weapon on or about his or her person without a license issued pursuant to KRS 237.110:
(a) If he or she is the owner of the property or has the permission of the owner of the property, on real property which he or she or his or her spouse, parent, grandparent, or child owns;
(b) If he or she is the lessee of the property or has the permission of the lessee of the property, on real property which he or she or his or her spouse, parent, grandparent, or child occupies pursuant to a lease; or
(c) If he or she is the sole proprietor of the business, on real property owned or leased by the business.
 
These are wonderful times for gun rights. When I got my first CCW permit, in pre-reform Florida, it was good in exactly one county (out of 67!) and reciprocity or recognition by other states was a flight of fancy.

We still have long way to go, but look how far we've come.
 
In AZ it is, anyone who is not, by definition, a prohibited possessor. This includes citizens and lawful residents., and in rare specific defined cases, visiting legal aliens.
 
Oklahoma Non Permitting Law only applies to Citizens of the states that allow Permitless Carry to carry in OK on just their state ID. Right now only Alaska, Arizona, Vermont and Wyoming allow their residents to carry without any type of permit/license. AK, AZ and VT allow anyone to carry in their state who can legally own a firearm. WY Constitutional Carry only applies to WY residents.
 
How's this for stupid.... a person from one of those states can carry a gun in Oklahoma concealed, without a permit. But, even though open carry will (is?) be legal in Oklahoma, a person from an unlicensed open carry state like Washington cannot open carry without a permit in Oklahoma. That's just stupid. I think it is just hilarious that the politicians and police are more concerned about and afraid of the guns they CAN see, rather than those guns that people hide from them. Just goes to prove the irrational emotions driving their fear of armed citizens.

Kentucky is also an unlicensed open carry state as well.
 
ttolhurst, if you are a legal resident of Maine, US citizen type, and you don't fit into any of these catagories,
7. "Prohibited possessor" means any person:
(a) Who has been found to constitute a danger to self or to others or to be persistently or acutely disabled or gravely disabled pursuant to court order under section 36-540, and whose right to possess a firearm has not been restored pursuant to section 13-925.
(b) Who has been convicted within or without this state of a felony or who has been adjudicated delinquent for a felony and whose civil right to possess or carry a gun or firearm has not been restored.
(c) Who is at the time of possession serving a term of imprisonment in any correctional or detention facility.
(d) Who is at the time of possession serving a term of probation pursuant to a conviction for a domestic violence offense as defined in section 13-3601 or a felony offense, parole, community supervision, work furlough, home arrest or release on any other basis or who is serving a term of probation or parole pursuant to the interstate compact under title 31, chapter 3, article 4.1.
(e) Who is an undocumented alien or a nonimmigrant alien traveling with or without documentation in this state for business or pleasure or who is studying in this state and who maintains a foreign residence abroad. This subdivision does not apply to:
(i) Nonimmigrant aliens who possess a valid hunting license or permit that is lawfully issued by a state in the United States.
(ii) Nonimmigrant aliens who enter the United States to participate in a competitive target shooting event or to display firearms at a sports or hunting trade show that is sponsored by a national, state or local firearms trade organization devoted to the competitive use or other sporting use of firearms.
(iii) Certain diplomats.
(iv) Officials of foreign governments or distinguished foreign visitors who are designated by the United States department of state.
(v) Persons who have received a waiver from the United States attorney general.

Because the law on carrying here reads,
A. A person commits misconduct involving weapons by knowingly:
1. Carrying a deadly weapon except a pocket knife concealed on his person or within his immediate control in or on a means of transportation:
(a) In the furtherance of a serious offense as defined in section 13-706, a violent crime as defined in section 13-901.03 or any other felony offense; or
(b) When contacted by a law enforcement officer and failing to accurately answer the officer if the officer asks whether the person is carrying a concealed deadly weapon; or
2. Carrying a deadly weapon except a pocket knife concealed on his person or concealed within his immediate control in or on a means of transportation if the person is under twenty-one years of age; or

And "person" is defined in this title to mean,
30. "Person" means a human being and, as the context requires, an enterprise, a public or private corporation, an unincorporated association, a partnership, a firm, a society, a government, a governmental authority or an individual or entity capable of holding a legal or beneficial interest in property.

So if you meet these guideline, then yes, you may carry concealed in AZ without a permit. Also you may apply for an AZ permit as a non resident for reciprocity with those states who honor it.

Yep, the politicians who run OK say we OK citizens are "not ready" for Constitutional carry; yet they allow citizens of states that don't issue concealed carry permits to carry in OK. My scathing letters to our governor and legislators are being printed as i write this.

Yes, I understand. I was attempting, poorly, to illustrate that AZ does not limit permitless carry to legal residents; that is, residency is irrelevant.

But as you say, back to our regularly scheduled thread.
 
I believe Oklahoma will be the next state to have what they Call Constitutional Carry. This I believe is just the first step. Their law will be very similar to Arizona's. Not saying it will happen next year but I believe it is coming.
