Old Federal 38 Special Ammo

I bought several boxes of old Federal ammo last year and cannot find any reference to the product number on the box. I was told this is +p+ ammo but my guess is that it was manufactured before the +p+ designation was created. Any idea when this was manufactured?

The side label reads:

38 SPECIAL
147 Grain
Jacketed Hydra-Shok H.P.
NO. XM38101

I remember the FBI tested a load like this back in the 80ties. It was +P at about 900 fps, IIRC. Passed all the tests. Dont remember hearing any more about it.
