I recently ran low on my supply of once-fired military surplus brass and responded to a few on-line sources.
One of the received orders contained headstamped brass marked, "Winchester 223 REM" with crimped primer pockets.
This seemed a bit unusual, but I haven't attempted to compare case weights to find any differences.
All of the surplus brass I've reloaded in the past was either LC, WCC, IMI, or IVI.

Just about all of the companies offer an inexpensive line of ammo geared towards the AR-15 shooter. Usually they are loaded with FMJ bullets and have crimped primers. They don't have the NATO Cross so they are not necessarily mil-spec.

There are some commercial ammo that crimp the primer pockets, and some don't. Case volume will be the one to keep an eye on if you load at max charge. You may want to rework up your loads with this different brass.

There is no law, trademark, or patent restricting use of primer crimps to the military. At least none that I am aware of. I suspect Winchester wants to keep their rounds from dropping primers into AR15 mechanisms after firing.

These won't be 'match' loads, where I go through more steps for load consistency. I've loaded for National Match and long-range, but stick with specific headstamps for those purposes. These will be range loads where the firing distances rarely exceed 100 yards, the bullets are generally factory seconds in the 52-55 gr weight range, and the powder is surplus pulled WC844 in gallon jugs.
I used to buy surplus brass from local gun shows, but recently found an on-line surplus brass dealer and have been extremely pleased with their products, services, and prices. They are www.evergladesammo.com and are located at the south end of Naples, FL., off I-75 (Alligator Alley). They ship fast and their prices are quite competitive. They offer fully processed (ready to load) and unprocessed.
As I am retired, I don't mind processing the brass cases; I keep busy in the basement and out of my wife's way!
Thanks for the information on this brass!

I do not see any surplus 223 military brass on their website only 5.56 military? What batch did you buy??

Sorry, Rule3, but I never said I purchased the Winchester 223 REM brass from Everglades, but I DO intend to buy more brass from Everglades in the future. I happened to be vacationing near Naples last fall and was able to visit their facility and speak to the owners when I picked up my first order from them. Great guys, clean facility, and their prices are VERY COMPETITIVE!!

I've loaded the .223 Win "USA" white box crimped primer brass, which is identical to your description. My samples were identical to WCC-09 in average weight and longevity, as was Winchester marked (non-crimped) range brass I found recently.

Winchester police brass features crimped primers also as noted on my local range during LEO qualifications. They had a variety of loads, some basic 55 fmj marked "training" and also a 55 that appeared similar to the Winchester Deer bullet, both in Winchester marked brass with crimped primer, and a 75 gr OTM and 75 gr enhanced penetration. The latter 2 were in WCC NATO marked brass, I suspect it is a military loading repackaged for law enforcement.

My thanks to everyone who has contributed to this inquiry. A very special thanks to Random 8 who was familiar with the brass I questioned. My question has been satisfactorily answered, and I am grateful.
For anyone interested, I just received a sale announcement from Everglades Brass (www.evergladesbrass.com) and they are currently offering a 10% off sale on all brass thru 7/7/2019. FWIW, I am NOT financially connected with this company, but have been very pleased with the once-fired military brass casings purchased from them.
Happy July 4th to everyone reading this.
