Marlins are always accurate and priced fairly. The only problem with them is that the 22LR isn't available with a wood stock any more. I think the previous model with the wood stock was the 881. Keep an eye out for a used one.
The main thing I would look for would be the ability to use open sights, peep sights and a scope. A box magazine would be better than tube in term of easily unloading, get extra mags and maybe even accuracy. It would depend on their age/size and ability to handle the rifle. Safety aspects would be a consideration. You would be more in tune to what they can handle than anyone else.
Savage Mark II FVT would fit the bill. There are a lot of other good .22's out there. Used .22's are also a consideration.
The other thing to consider is an air rifle. They cost just as much as .22's and more.

Took the wife & 12 year old out to the range with a 10/22. They both thoroughly enjoyed the experience. Wife even fired a 9mm Taurus PT92FS. That's a big deal for her.
They can't wait to go again.
