Pistol Calibers on .22LR Spinners- What safe Distance?

I've seen it in range rules, that one can't shoot at certain steel plates with rifles unless it's back at 100 yards or further. You can hit those same plates with pistol calibers at closer distances.

With that same thought in mind, can I shoot a .22LR rated spinner target with a pistol caliber, 9mm to be more specific, if I put it at a certain distance away? I'm referring more specifically to the cheapie $13 target from Bass Pro.
 
short life span

hitting the cheap ones at most any distance with a bullet several times heavier than designed for is gonna waste the target pretty quickly,methinks.
 
The distance warnings on hardened plate steel are for the bounceback dangers. A 9mm will likely shred a .22 rated metal target at any distance you would have a hope of accidentally hitting it. The metal is just not strong enough to shrug off anything beyond it's rating.
