Metro didnot change a law but a policy that was out of line with state law. Texas passed a law in 2003 allowing greater access to public buildings for CHL holders which included Metro buses and rail. Metro brought thier policy inline with state law after being challenged in court. For the record I live in Houston,Harris county.
