Can I use the same Powder Charge for the Hornady 200Grain XTP Bullet as a Jacketed Hollow Point of the same weight?
 
Yes, just start with a reduced load, watch for pressure signs, use common sense and you will be fine.
 
You shouldn't start at the max charge for a different bullet. However, the XTP IS a jacketed hollow point bullet, so published data for a different 200 gr jacketed bullet is a good starting point for your XTP load. But since you're looking at data for a different bullet, you should start at the minimum load and work up. If you only have a single powder charge instead of a minimum to maximum load range, then you should start 10% under the load for the different bullet.

I am loading 200 Grain Hornady XTP Bullets with Titegroup and or Universal Powder.
My Lee Manual doesn't give a charge for these Powders for this Bullet and I cant find any Load information at Hodgdon.
 
If your Lee manual has loads for a different 200 grain jacketed bullet using Titegroup and Universal, you should be fine to swap in the 200 grain XTP and start with the minimum loads, just as JJE has commented.
