Precision Cartridge 38 Reloads

Recently got 1000 re-loaded 38 special SWCs from these guys. Sent in 1000 rounds of once-fired brass, and they shipped me 1000 reloaded 38s. They obviously didn't use my brass, as the brands are different. That doesn't especially concern me, though I would've preferred if they used my brass. However, I did notice the following when I took a close look at one of the 20 bags of 50 rounds that came to me:

1. One out of 50 wasn't loaded at all.
2. Many/most of the cartridges have a slight bulge near the base.

As long as these should be safe to use, I'm ok. But it seems to me that it might not be the best idea to use cases that have a bulge in them. Admittedly, these bulges are slight. I'm not even sure that you can pick them out in the photos. Visually to me you can see a slight curve in reflected light near the bases. On some of them I can feel a difference with my fingers.

If there's a problem here, I'm sure I can work it out with Precision. However, I'd rather check with some experienced folks before I make an issue of something that may be nothing.

The slight ring or bulge at the base is perfectly normal for brass that has been resized with a carbide sizing die.
Nothing to worry about if they fit in your gun.

The 1 empty in 50 loads indicates that someone didn't do a very good job watching the loading machine do it's thing.

Kind of makes one wonder what else they overlooked?
