"...exceed the SAMMI pressure specs..." Nope. There's a SAAMI spec for them too. Max loads are for the specific cartridge and bullet using a particular powder.
 
Most manuals list +P loads for the .38 spl generally because of the variable types of firearms chambered for the round. Some of these definitely should not be shooting +P ammo.

You can achieve +P velocities in the 9mm with listed loads. Just compare the factory balistics with the manuals or your own results over the chrono.
 
There are +P pressures registered with SAAMI:

.257 Roberts +P 58,000 psi
257 Roberts +P 50,000 cup

9.mm Luger +P 38,500 psi

38 Super Auto +P 36,500 psi
38 Super (+P) 33000 CUP

.38 Special +P 18,500 psi

In all cases it seems to be a 10% boost in maximum average pressure over non +P.
The term "+P+" on commercial 9mm Luger ammo is undefined by SAAMI.
