What is the current laws on buying a longarm out of state? I know the old rule was you had to live in an adjoining state (i.e. If you live in Colorado, you could buy a shotgun in Wyoming, but not in Texas). Is the current rule for longarms you can buy in any state (excluding socialist republics like CA, MA, etc that have their own rules)?

AFAIK, Federal law says you can buy anywhere. Just recently, I was unable to buy a Stag lower from AIM Surplus over the counter because OHIO has a state law that restricts purchases of long guns to Ohio residents or residents of adjoining states.

Last I looked, Texas doesn't adjoin Ohio.

It varies by state. Some states copied the "adjoining state" language from the old federal laws into their own statutes, and these sometimes still stand.

The FFL will abide by federal law, the laws of the state he's in, and the laws of the buyer's state.

IIRC, the law actually says that to make a purchase you must fulfill all requirements to purchase a rifle in another state. CA residents can't because FFLs outside of CA can't hook into the CA DROS system.
