Reciprocity between Washington and North Carolina?

I was adding Ohio to my little map of places I can carry, and found conflicting info on NC/WA reciprocity.

Wahington state says permits are recognised both ways:

The NC and WA pages on packing.org both show each state as reciprocating in the maps at the top, but the state lists at the bottom of the pages show that NC won't recognise WA permits:

NC DOJ says no reciprocity with WA:

I thought reciprocating states needed a training requirement to be recognised by NC?

WA does not have a training requirement for a CCW permit so if the reciprocity agreement was signed by both states then whatever type of administrative background checks were required, it appears that WA and NC are in agreement.

Could the NC webpage just not be updated yet??
 
Sounds to me like washington is recognizing NC's permit but not the other way around. WA has some weird standards for reciprocity, namely the state has to have a fingerprint based background check. I would imagine that NC has this. But, NC requires the other state to have a training requirement which WA doesnt have. So, i guess we end up with one-way reciprocity (which technically doesnt really make much sense but oh well).
