Refurbish my Marlin Mountie 39A

I am looking for a reliable and capable shop/individual who can refurbish my Marlin 39A which I purchased back in the mid 60's. The rifle is mechanically sound but the stock and hardware needs to be brought back to new. There is extensive rust and tarnish on the barrel and receiver. If there is no one who can accomplish this for me I would like to hear from anyone who can give me some pointers on how to do this myself. Thanks
 
I'd look for a good local gunsmith for the stock work.
He can do the stock work, and after he does that, you or he can send the rifle out to a good professional re-finishing service to have the metal re-blued.

I don't recommend letting a local gunsmith re-blue the rifle. What few still do bluing usually don't do nearly enough to maintain the necessary polishing skills.

A top company like APW-Cogan or Ford's can do a factory level job, and do it right without over-polishing the gun.
Be aware that these days you can have cheap bluing or good bluing.... choose one.
Good bluing usually starts around $150. and up.
