Reloading .38 Special +P

Yes. All the .38 brass is the same. I like to use +P brass just to help me remember though.
 
AFAIk there is no difference in the brass itself other than the head stamp that has the extra "+P".

I think the ammo makers do this in case some one uses +P ammo in a gun not rated for it.
 
From everything I've read there is no difference between the brass. Like said above, it's easier to remember which are +P when they are loaded in +P brass. I have enough of each to use +P when loading +P but that's just because I am funny that way.

If you don't have +P brass you can make sure you don't make mistakes by using a magic marker to tag the +P rounds. Before I had enough +P brass I used to mark the primers red on the +P loads. That works well because after you shoot the rounds and remove the primer there's no confusion next time you reload since the marks are gone with the primers. That worked well for me.
