A reasonable answer might be that the original owner sold off the percussion cylinder to help fund a conversion cylinder purchase.

Conversion to .50 caliber David Clements BP revolver. Old cylinder is useless.

Ruger sold extra cylinders through the parts department. They did require you return the gun to the factory for fitting the spare cylinder, however.
