So, I'm looking at HB 130, an upcoming bill requiring safe storage. There really isn't much on the web as to specifics. I get that it will likely require some sort of locking container, safe, or at a minimum, trigger locks of some sort. England has had something similar for decades.

What I'm most curious about is the impact it might have on guns intentionally displayed for aesthetic purposes. The flintlock (or lever gun for that matter) over the fire place, etc. For those of you who live in states that have safe storage laws already, what do those laws look like? How onerous are they? How are they enforced? How do they deal with the "flintlock over the fireplace" scenario?

I'm also curious as to how this bill will escape the 10th amendment. I get that Congress has authority to regulate trade between the states, and that such authority is where they get most of their power from, but there is no interstate trade involved in how a person stores his or her guns. I can't think of any other law on the books that would allow Congress to use the Elastic Clause (Necessary and Proper clause) that would grant them the power to add this regulation on to enforce another law. It seems to me that this would be an authority reserved to the states.
 
I used the Stack-On Gun Security Cabinets which are specified as:
  • This is a California-approved Firearm Safety Device that meets the requirements of Penal Code section 23655 and the regulations issued thereunder
 
When you buy a gun in CA providing information that you have a safe may "save" you from buying/providing another gunlock. It is recorded by CADOJ so they are aware you have a safe along with your address.

And I’m curious about how anyone reasonably could provide a meaningful response without the actual text of the bill.l
