Form 3s are taking FOREVER these days. I had one recently come back from January... now waiting on a Form 4 to get it in my safe instead of the dealer's.
Yeah, it really sucks. I paid for mine back in November last year, and it didn't get to my dealer in this state until Febuary! Didn't help that the seller didn't put his address on the Form 3 the first time he sent it in! Then college prevented me from completing the Form 4 until mid-May. I had hoped to make the Serbu my graduation present, but it's going to be awhile yet.
On the shoulder stock thing, the main reason for many people is that it allows the gun to be registered as an AOW. You still get hit with the $200 tax if you're manufacturing your own, but there are still benefits, like you can transport an AOW across state lines with impunity (as long as it's legal in both states).
That reminds me, does anyone know if AOW shotguns are considered to be "sawed-off shotguns" under PA state law? Sawed-off shotguns are classified as prohibited offensive weapons, with a defense being that the weapon is possessed in compliance with the NFA. Translation, you have to have the paperwork with you if you're ever shooting the gun at the range or, if you're crazy, carrying it concealed (as PA state law normally defines a "firearm" as being any pistol, an SBR, or an SBS, and PA's CCW is a concealed
firearm permit).
If it's classified as a pistol, like under Federal law, that'd be nice since I wouldn't have to worry about getting a notarized copy of the Form 4 and crap.
