I been told that Sig Sauer Complete 5.56 complete lower doe's not required to be shipped to FFL, and can be shipped directly to buyer.
Is it mean I can put my existing upper and have a complete rifle?
How is this legal?
It depends on which gun you're talking about. Sig offers both an AR varient in 5.56 and their non-AR derived "Sig 556".
If you're looking at a Sig 556, I believe it is controlled like a FAL, where the upper is serialized and is the "controlled part". The upper would therefore require a transfer if coming from a FFL. The lower for that rifle is not regulated like a firearm (just like the FAL's lower or an AR15 upper) and can be bought without a transfer.
If you're talking about a Sig AR 15 in 5.56, then the lower is the serialized part and needs to be transferred from a FFL while the upper is unregulated.

After a quick search I found that the sig rifle is a different animal, and yes, the lower is NOT the firearm, but it only works with a sig upper, which is the firearm.
