Speer GDHP ammo question

I have a box of 135 gr. Speer GDHP in .38 special +P that I purchased about nine months ago. The cartridges have a blue sealant around the primer. I also have a box of Speer GDHP 125 gr. that I purchased about three months ago that do not appear to have any of this sealant. Does anyone know if this is a difference in date of manufacture, or between the 125 and 135 gr. or something else?
 
It's a water sealant. Very good idea, and more important in a snub wheelgun than some other types. "IWB sweat" can get to the bullets in a snub where it might not in a compact auto.
