State laws?

Just wondering how states can make AWB laws etc that the US gov does not have . reading the following I get the understanding that the states cannot impose any gun laws the US gov does not already have . I know it says "privilege" vs right , but still don't see how they can get around this.

Amendment XIV: Privileges or immunities, due process, elections and debt.

Section 1:

All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside. No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any State deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws.
 
After the Civil War, southern states attempted to deny Blacks their newfound civil rights, including arms. The Civil Rights Act of 1866 was seen as ineffective, thus the 14 Amendment which would extended the BoR to the states was ratified.

In response the Supreme Court took the BoR on an a la carte menu basis, selecting which rights would apply to Blacks, incorporation (rights that apply to the states). The Second Amendment and the Fifth Amendment's right to grand jury have yet to be "incorporated" to the states.
