What does a law against discharging have to do with a gun show? ...or with bringing guns within city limits, for that matter?

Changes in Gun Laws for Bristol, TN

Discharging firearms within Bristol, Tennessee city limits is against the law.
But, there was a change to the policy last night.
A special amendment is being made so the Bristol Motor Speedway will be allowed to bring in a national gun show.
And, city leaders feel making this small change will boost the economy in a big way.
The new city ordinance will allow guns to be brought into the city limits strictly during a national gun show weekend, and the Bristol Motor Speedway is looking for a way to capitalize on that.
BMS representatives say they want to bring an outdoorsman event that will be long term.
That`s one reason city officials voted to make the change.
The hope is changing the city`s ordinance will bring in a national gun show to the Bristol Motor Speedway. It should bring lots of money to Bristol, down to the local gun shop.
So far the only concern is with the safety of this event.
They hope to bring the first national gun show to the region in 2004.
The city council hasn`t worked out all the details.
A more detailed report about specific policies will be created at a later date.

Likely real story:

the "outdoorsman event" in question would likely include some live shooting venues not unlike the big Ducks Unlimited, etc., yearly events. Hence the need to change the "discharging firearms" ordinance. The reporter either didn't get all the necessary info, or didn't include it, or the editor thought it "not necessary".

Overall, NOT good reporting, period. Definitely requires follow-up work.
