I have handled and shot many- the worst is the colt, the keltec is surprisingly good, and the best is the sig. It is amazingly well put together, well thought out, has grear rails up front, uses a mag that is interchangeable with many other 22 type ar's(except for colt and smith, of course!), comes with a folding stock that is solidsteel type rock solid, and you can fire it with the folder closed.
There is a place near Dallas called AJC sportshop, or pawnshop, that was selling these 2 weeks ago for.... 399!!!! That's right, below dealer cost- we think he didn't know what the heck he was doing. Call them and get one, becuase their normal retail is well over 500 to 550.
And it is the best. Period. The Ruger you ask? Same prob with their regular rifles; they look great, accuracy is half !@#$s depending on your rifle you get, and the cost is too high.
any of the small red dots work very well; bsa, tasco, bushy, and trijicon, and truglo.
but I will add this; get a green dot laser, they are amazing, especially in low light conditions, and
the beam is easy to see, which makes it easier to control the muzzle, in my opinion.
