transfer?

A friend of mine who knows Im a gun guy had a question for me the other day and I didnt have an answer for him. His brother lives in MD (my friend lives in VA), my friend's brother bought him a pistol for a birthday present. Can my friends brother give my friend the pistol and if so what does he have to do to make it legal?

The brother must either ship or physically take the handgun to a licensed gun dealer (FFL) in VA and then have them transfer the gun to your friend.

Handgun transfers across state lines must involve a FFL in the receiver's home state.
