At the end of the week I'm headed down to Galveston tx from Arkansas for a few days. This includes traveling though Arkansas, Oklahoma, and Texas. What legal issues am I looking at if I carry a handgun. Interested in transporting laws not ccls in Galveston. As always the internet holds a pile of great free legal advise that isn't getting me anywhere. Thought Id trow up the question on here. What do I have to do in these three states to have a handgun in the car?

Texas, nothing. You will need to keep it concealed but that's about it.

I believe both Oklahoma and Arkansas require you to have a permit or the handgun must be unloaded and not "ready for use", but I'll let the locals from there chime in.
 
OK accepts everyone's CCW permit/license. If you get stopped by the police or sheriff, though, you must inform them you have a concealed handgun concealed on your person or in your vehicle. You must have your permit/license with you while carrying. Oklahoma does not have open carry. Yet.

Sounds like from the OP he's asking about someone without a permit.

TITLE 21 § 1289.7. Firearms in vehicles FIREARMS IN VEHICLES
Any person, except a convicted felon, may transport in a motor vehicle a rifle, shotgun or pistol, open and unloaded, at any time. For purposes of this section “open” means the firearm is transported in plain view, in a case designed for carrying firearms, which case is wholly or partially visible, in a gun rack mounted in the vehicle, in an exterior locked compartment or a trunk of a vehicle.
