Ok I tried to search this but I have found nothing that is much help
I realize this is not exactly a true gun question but its close...

I ran across this article from the local newspaper and realized that’s why I saw about a hundred police across the street from my apartment. (Well not that many but still at least 4 cop cars) Then it hit me what he was arrested for.....

Authorities are unsure of the intent of a man arrested for illegally carrying a stun gun over the weekend, but the curiosity of both city and county law enforcement was peaked by his vehicle -- a black Ford Crown Victoria equipped with some police-type equipment.

Jared Conrad, 22, was taken into custody early on Saturday by the Hays County Sheriff's Office's Alcohol Enforcement Team. He is charged with unlawfully carrying a weapon and possession of a controlled substance, and has since been released from custody on bond.

According to Sgt. Dennis Gutierrez, the alcohol team's commander, some of the team's officers were staked out near the Zone Apartments when they saw the Crown Victoria pull up and a spotlight from it illuminate another vehicle.

"A female walked over to the vehicle and got in," Gutierrez said. Because it looked as if she had an open container, the officers followed the vehicle in their own unmarked car until it pulled in at a Post Road apartment complex.

Along the way, Gutierrez said the officers watched someone operate the car's spotlight, directing it at people on the side of the road and apparently scaring them. He said when the officers did make contact with Conrad, he gave them permission to search the vehicle and that's when they found the stun gun under the front seat.

In addition to the spotlight, the car had a police-style antenna, radar eye and push bumper.

Gutierrez said the car had caught the officers' attention primarily because they had been told by San Marcos Police that such a vehicle was in town. SMPD Sgt. Penny Dunn said two of that department's officers came across Conrad and the car on Jan. 13.

"They thought it was a strangely equipped vehicle but they didn't recognize him as a local officer," Dunn said. "They thought, 'Is he from out of town?' or maybe is he someone portraying a police officer."

Dunn said Conrad told the officers he'd bought the car at auction from the Florida Highway Patrol. She said they recommended he remove some of the equipment, specifically handcuffs hanging from the spotlight. "It could put him in at risk of danger, and we were also concerned that he might be using the vehicle to portray himself as an officer or to avoid traffic citations."

However, he had done neither, both Dunn and Gutierrez stressed.

"He never showed a badge and he never said he was a police officer," Gutierrez said.

So do you need special permit to carry a stun gun in your car? I didn't think that you did.
I didn't realize it was illegal to have handcuffs and a search light on your car either. Using the search light yes I understand the problem with that.
Truthfully the whole story sounds fishy. And if he was in a parking lot he did nothing wrong when shining said light.
Its true that all most cops do around here is bust up parties. No I am not cop bashing but I have to ask is it normal to have special task forces to watch out what happens at parties, because that is a regular occurrence around here. And, I had a scuba class with a couple cops and they mainly talked about busting this party or that party over the weekend.
I have nothing but respect for Police officers but I am sorry this is a bit too close for comfort especially since I can't really see what the person had done that would make an officer to feel the need to search his car.

I believe that all LR agencies sell those Crown Vics when they decide they have enough miles on them or when the tax payers give them more money to spend.
Cool cars. I almost bought one myself. Pretty agile for a big car.

The thing is that, if there's stuff on the car they don't think you should have, they oughta keep it. Maybe reuse it. I doubt that cuffs or spotlights are likely to become completely obsolete with each new model year.

I expect that his real sin was that he attracted the local LE's attention.
You'll find that as long as you never, ever do that, you can do almost anything. ;)
 
Wouldn't fly here. EVERY vounteer fireman/EMT/reserve deputy/emergency responder buys these old cop cars. They have unmarked, marked and semi-marked cars. The locals usually have all kinds of lights and sirens on them. You can't tell the volunteers from the paid. I was cracking up the other day. A Ford SUV was busting through an intersection code 3 and pulling a duck boat!! Funny sight. It was a volunteer firefighter. I guess he was going hunting and got paged. There are bunches of these old cop cars here. That guy must have DONE SOMETHING to attract attention to him and his car. I can't see the PC though.

Okay, stop right there. There is no charge of illegally carrying a stun gun. I double checked, and while the illegal carry law (46.02) is phrased "unlawful carry of a weapon", it only applies to illegal knives (specially defined as >5.5" or stiletto-like or double-edged), clubs, and firearms. Thus the law essentially bans unlawful carry of lethal weapons, and not so much weapons in general.

Something stinks, and I think it's the reporter.

It doesn't sound like that was an issue at all. It appears from the story, that the officers just recommended that he tone down his appearance because he was skirting along the line of impersonating an officer. I'm sure they would have charged him with that if they felt it was prudent, but apparently they didn't.

He was shining a spotlight on people and then voluntarily allowed the search so he pretty much deserved the aggrevation he got.

There might be a local ordanance on the stun gun.
 
I mean for goodness sakes, this is Texas! You can carry a shotgun or rifle in your car. How could a stun gun be illegal? I also wonder what that reporter is on, trying to make an ex-cop car menacing, unless he just picked up on that theme from the police department. Jeez, anyone remember…

Maybe they were arresting him for carrying a weapon that's not powerful enough. :p

Guess I should just call the local PD and ask them what the rules are for having a stun gun. Seems to me that it should be legal.
