Uberti Flattop .44-40 sticky cylinder

I have a new Uberti Flattop Target .44-40. It's brand new, 2016 date code, I haven't fired it yet. The cylinder sticks on 2 chambers. The first 4 chambers cock and rotate smoothly but the next 2 chambers are hard to cock. It also does this on half cock, 4 chambers rotate easily but the next 2 are hard to rotate.
I took the cylinder out and there is a small rub mark on the front of the cylinder bushing and on two of the ratchet teeth on the back of the cylinder.
Does anybody know for sure if the Uberti Flattop Target has a removable cylinder bushing? I tried to pull it out by hand but it won't come out easily.
 
Hmm, VTI Gunparts does list a base pin bushing for the Uberti Cattleman and Bisley revolvers. Just not sure if that applies to all years/models.
 
We have 13 Uberti Cattleman revolvers and all have removable cylinder bushings. They are often stubborn to get out of a new gun.

Take the base pin and insert it into the ratchet end of the cylinder bushing and bump the end of the base pin with something like a plastic hammer or wooden stick. This should break the bushing loose.
