What is different between " register handgun” and "apply handgun license" in Maryland?

It is said any new Maryland resident should register all handgun he/she already has, but no need to apply the handgun license unless purchase, sell or transfer the handgun. I only find a web call Mylicense can apply license, but can’t find any web can register gun online. please tell me if you knew.

The OP's question is pretty clear. Suggestions for other places to move, reasons not to move to MD, etc., are not helpful. Either attempt to answer the OP's question, or move along.
 
I have been perusing the Maryland government website. It sure is a mess of hoops to go through in terms of firearms purchases. But this is what I think is going on.

The handgun license is the
"Handgun Qualification License" which according to this statement "Unless otherwise exempt, as of October 1, 2013, a Maryland resident must possess a valid Handgun Qualification License before he/she may purchase, rent, or receive a handgun. Details on exemptions may be found below. You do not need a Handgun Qualification License to own a gun you already have. The Handgun Qualification License is only needed for purchasing, transferring, or renting a regulated firearm after October 1, 2013." is for new firearms purchases in the state.

The MyLicense web portal is the only way I can find for a new resident to register their firearms. Here is a direct link website.

Another important point of note is the list of banned and permitted handguns in the state. May want to go over this list with a fine tooth comb.

^^ Yes. It sounds like you do not need a "handgun license" to bring already-owned handguns into the state, but you will need one to acquire any more once a MD resident.

According to the MD State Police web site, new residents must register all "regulated firearms", which I understand to be "assault rifles" and handguns.

There are some exceptions, but this is true for most people. Exceptions include exceptions to the HQL itself and also exceptions to the training requirement (which requires one round of live fire).

Note that Maryland defines assault weapon in a weird way (well, I guess lots of states vary in defining these made-up terms). For examples, lots of AR15 and look alike (and anything still called Bushmaster) is verboten unless owned prior to October of 2013. Unless marketed or marked "heavy barrel". Most similarly scary .308s are just fine. AR-10 good, AR-15 bad.
 
@herrwalther, thanks for the web you provide, new I believe that "Mylicense" account can do either " register" or " handgun license". I am not MD resident until maybe September, so I will do it late. I have to move to MD because working company moving , may move back to VA several years late.
