REX made saddlers rivet setters in the olden days.

Used to find them around here in old barns and sheds often.
I used to have a couple when I was repairing harness many years ago.

Yep, riveter. I have a similar one down in the garage. Punch and base will determine whether it is to put buttons on a western shirt, or punch through two or three thicknesses of leather.
