When is "premium" brass worth the extra money?

Take any good brass. Separate it by Brand and weight. Fill with water and check the internal capacity. Anneal trim to length. Check flash hole for consistency Now you have premium brass.

Uh, no. I took once-fired M72 Match brass, neck turned it, chamfered the flash holes, trimmed it and separated it by weight, and it still would not shoot as well as out-of-the-box Lapua.
