Where is the ammo coming from?

Here is an example of research, evidently funded by an organization called "Human Rights Watch," that inventories and tracks small arms ammunition in Libya:

This is an example of finding the source of the ammo, as a first step. The second step is to shut it down. Yep, this is something going on far away, and I'd bet a dollar it won't seem relevant to most of the readers on this forum. Not now, at any rate.
But it's an example of the systematic process advocated by certain groups of shutting down all small arms and ammunition production (except, of course, for supplying our ever-trustworthy governments). And if the ammo goes, what are the firearms good for?
 
What they're hoping for is production by some company that does NOT have a government contract to produce ammunition. They'll go after that company, while they must leave contracted producers untouched. The end result would be no more production not contracted by governments.

Is it really practical? Not so much. But that might not stop them from trying.
