Why are .22 caliber rifles always exempt from gun bans?

As another poster noted, body armor doesn't cover everything. They also don't wear it 100% of the time. You also don't have to "kill" them but incapacitate instead. If you have a reasonably accurate rifle, it is possible to put a bullet in their face causing all kinds of mayhem. If you and your rifle are particularly good, you can put one in their eye. Not only does this take them out of the fight for a good long time, their depth perception has been ruined. Or the knees. Or the foot/ankle. Anything to incapacitate and immobilize your opponent.
Add to the ability to shoot multiple rounds quickly (like from a 10/22) and to carry a couple of thousand rounds in a small container, .22LR is definitely overlooked as a defensive round.
I agree, but we're talking about it as an offensive round. Fairly easy to adjust your police action when you biggest threat is some guys with a few 22's and a high rate of misfires.

They are not, "high capacity" mags for the Ruger 10/22 disappeared (or became absurdly expensive as "grandfathered" items) during the 1994 AWB.

I've come across many antis who remember shooting .22s at fairs, or at summer camp, or at tin cans with grampa when they were kids. They may be "totally anti-gun" but they're OK with .22s because they actually had fun with them and don't fear them.

And if Joe Biden thinks a shotgun is OK, that's good enough for you. If Uncle Joe doesn't need an AR 15, no one else does, either.

During election years most every liberal politician campaigning in a red state fondly "remembers" owning a shotgun or a .22 rifle.

There's no logic at work here, just media-driven fear, political expediency, ignorance, and the need to control.

One thing we do know, when they've banned everything else they'll come for the shotguns, .22s, and BB guns. And, when someone discovers that 14th century English longbowmen could get off 20 aimed shots per minute, deadly effective at 200 yds or more, say goodbye to bows and arrows.
