Why the plug in an EMF Hartford rifle???

So I brought out the .38 Special/.357 Magnum 1892 EMF Harford rifle with it's 24" barrel. I got this rifle for my ex years ago and it wasn't shot all that much. Anyways, I went to load it with the listed 12 rounds but was only able to load 10. Anyways, I pull the magazine cap off and find a plastic plug was screwed onto the end of the cap. No big deal to screwing it off but why would EMF have put it on there in the first place?

No, it's actually there to meet Italian legal requirements, believe it or not.

My apologies, when I posted the above I was thinking EMF now sells the Italian 92.
Looking it up, they're still carrying the Brazilian 92.

The Italian leverguns made after a certain date are required to be exported with no more than a 5-round capacity, according to Armi Sport/Chiappa. That's why their 92s have a plug limiting them to that.

The 10-plug quite likely is for California.

It is not for CA. Penal code 16740 defines large capacity magazines and specifically exempts "A tubular magazine that is contained in a lever-action firearm." Though probably in a round about way the manufacturer knows that 10 is not a problem in any state so does it that way.

Regardless of Italian, Brazilian, or Californian jurisdiction, the answer is that someone in compliance at the manufacturer or importer was acting on an opinion by Counsel. Likely, as noted above, the manufacturer was befuddled (takes some doing for an Italian or Brazilian given the laws and governments they have to deal with!) by the multiple laws and restrictions in various US jurisdictions and simply plugged at 10.

Yes, everyone knows having 9 rounds in a firearm is very safe. The gun goes from a safe sporting firearm to a dangerous Urban Assault Weapon when you add that 10th round.

I want a 20 round lever action rifle like The Rifleman shoots on TV. Those Hollywood guys get all the neat guns that shoot forever without reloading.

Perhaps it is 12 rounds .38, 10 .357?
