Wyoming concealed carry question.

Several weeks ago I got my XDM 40 and today I got a Crossbreed Super Tuck holster. I have applied for a Conceal Weapon Permit but I haven't got it yet. Can I carry an unloaded weapon in the holster before I get the permit? I have looked up the Wyoming statute on CWP and the first line states in part "a) A person who wears or carries a concealed deadly weapon is guilty of a misdemeanor punishable by..." Is an "unloaded weapon" considered a "deadly weapon"?
 
Yes, it is considered a deadly weapon. If there was an exception for unloaded carry, the statute would so state later on under exceptions. You can open carry without a permit, loaded or unloaded, in most Wyoming towns/cities.

The definition of deadly weapon is in Wyo Statute 6-1-101:
(iv) "Deadly weapon" means but is not limited to a firearm, explosive or incendiary material, motorized vehicle, an animal or other device, instrument, material or substance, which in the manner it is used or is intended to be used is reasonably capable of producing death or serious bodily injury;
