I would say get her a top-quality .22 and let her become deadly with it. Since it's for carry, look at the S&W 43C if you can find one. It's a DAO centennial J-frame, 8 shots, 11 oz. Same as the 317 but better for carry.
Revolver would be my first choice. If a round fails to fire, the next one will. The Baretta 21a is next for all the reasons already given. I haven't had a dud .22lr round in 40 years. Last summer a friend found some old beat up loose rounds in a tackle box. The brass was so dark they were almost black. Every one of them fired.
