7mm-08 neck size problems.

Turning a die 1/4 turn down moves it about .018" which is too much in one step. Each thread is 1/14 inch apart which is about .072".

One step of die adjustment should be no more than .004" and .002" is better. The label on this die's lock ring is in .002" steps. That's 1/36th of a turn.

do the neck sized rounds chamber harder than the full length sized rounds?

Murf, It doesn't seem to be any difference in chambering but I did check out what Goose had mentioned about polishing the chamber. I noticed that all of my fired brass has a mark right at the radius where the shoulder starts. It's not a big mark but I believe it might be a big enough bur that it maybe causing my problems. So now my question is this: I can find chamber hone tools for .308 or .243 but not 7mm-08. Which if any would work for polishing the 7mm-08 chamber?
 
I wouldn't mess with chamber honing tools. Finding one to match your chamber would cost a lot of time and money.

If you could post a picture of that ring on the case, I might be able to see if it's really a problem. Having seen all sorts of rings on cases left from chamber imprints and not noticing any accuracy or function problems, I doubt that's an issue with your stuff.
 
An easy test would be to use a very thin layer of grease on a neck sized round to see if it will extract easily after firing. If it does extract normally then your chamber may need to be polished.

Chamber polishing is easily accomplished by using a snug bore mop that fits the chamber and maybe a layer of paper towel to form a tight fit. Apply Flitz to the mop and chuck it into a drill. Varmint Al (link): Polishing my chambers and controversy or good engineering
