Hornady doesn't list a velocity range, but considering that it's a 30 Mauser bullet it should be designed for at least 1500 fps. Of course it should do about 2500 fps out of a 30 Carbine.

30 carbine:
Sierra makes a 85 gr RN .308 col: 1.625

16.5 gr--17.5 gr max H110 & 296---2458 -- 34800 cup
14.4-15.5 gr max H4227 2181--- 30700

Wondering if lighter bullet at higher velocity would make for a flatter shooter?
Probably not.

From Hornady ballistic tables:
.30 cal 90 XTP at 2,300 FPS.
.30 cal 110 RN at 2,000 FPS.

100 yard zero:
90 drops 12.6" at 200 yards.
110 drops 12.3" at 200 yards.

The heavier bullet has a higher ballistic coefficient.
So even though it starts out slower, it gets there faster with less drop.
