PTK, I was asking because I don't see how it could NOT be an NFA weapon unless it was, in fact, some pistol I've never seen.

Even if there ISN'T a barrel on it, it is still a shotgun, and one with <26" OAL at that.

Is thre something I'm missing? Is there a legal way to make a gun "not a gun" by welding over the firing pin channel or something?

Well, torch-cutting the receiver in the proper places would qualify. Barring that, or the possibility that it's a dummy receiver, then yeah there's a good chance that ATF might take exception to the decor.
