Marking the close of the legislative session, Gov. David A. Paterson joined the leaders of the Legislature — the State Senate majority leader, Joseph L. Bruno, and the State Assembly speaker, Sheldon Silver — in Albany on Monday afternoon to announce an agreement on nine legislative items... A law that would allow the state to share information about an individual’s involuntary commitment to a mental health facility with the F.B.I. The records would then be included in the National Instant Criminal Background Check System, which firearms dealers must check before selling guns.

Governor Paterson cited the Virginia Tech massacre of 2007, which prompted states to improve their communication with the criminal background check system. The shooter in that massacre would have been barred under federal law from buying a firearm, because he had been found a danger to himself in 2005 and sent to a psychiatric facility.
