First of all, small arms ammunition cannot be reclassed as a consumer commodity, The proper shipping name will always be "Cartridges Small Arms.

Cartridges Small Arms are classed by DOT as a Division 1.4S Explosive Material which can be reclassed as ORM-D when properly packaed in limited quantities less than 66 pounds gross weight.

Postal regulations forbid the mailing of any ORM-D materials reclassed from DOT Hazard Class 1 (explosives). The miscellaneous hazardous material referred to are DOT Hazard Class 9 materials.
