Why bring it up at all? It just opens the topic up to the ANTIES who do read these forums...
JMHO,

The ones I've shot all went bang and projected lead from their muzzles.
Mechanically speaking, yes.
ATF speaking, no. Not a modern firearm, anyway. But, I like them anyway.

The OP was in regards to being felon and legally owning/possessing black powder vs modern/cartidge....

The felon part is the important part.

In simple terms that I believe to be in the context of the question....

BP is an unregulated firearm (in overly simplistic terms). But its still a firearm.

If his felon status prevents him from owning/possessing firearms.... going the BP route isnt going to be the loophole that keeps him out of trouble.

for now, many jurisdictions do not consider blackpowder guns to be 'firearms', and I'm ok with that.

But JimK makes a good point. Laws have a way of being fairly vague and not as definitive as they could or should be.

A tin cup can be a deadly weapon(if you saw Riddick), but it's definitely not a firearm.
My definition of a firearm, is an arm/weapon that utilizes some form of fire.. such as how gunpowder combusts to propell a bullet, or the way two chemicals mix to make fire in flame-throwers.

They're firearms.
