At the range alone?

Depends on the range rules and your state law.
In my home state of Nevada, if you were over 14 (IIRC) and had a hunting license, you could use it without adult supervision. However, if you didn't have the hunting license, an adult had to be present.
It may be the same in your state. Or it may require all minors under 18 to be supervised. Or it may have a completely different law.
The range may also have its own rules on how old you have to be to shoot unsupervised. I don't recall there being an age limit at my range, but it does require that the person who has the actual membership has to be present.

Will depend on the range and/or state laws. I was turned loose with a 22 when I was at least a couple of years younger than your nephew. I had taken hunters ed. and had a hunting license by 12, as far as I can recall it was legal back then. Call the range.

Generally, minors are not allowed on the range alone. It has less to do with state law or range policy, and more to do with the insurance company.
I'm sure my range has an age limit but I don't think I've ever heard anyone ask about it.
I think as long as you look responsible enough and follow all safety rules to the letter like everyone else you are good to go.
I seem to remember taking my .22 out to the range without Dad when I got my own driver's license at 17. (This is Texas BTW.)

hmmmm I guess I should just call the range for him....He is very responsible, I was showing him some guns a GM and even though they had trigger-locks on them and I was pointing them in a safe direction he would not handle it unless I showed him that the chamber was open and clear
......I guess it isn't a bad thing, but its like he has OCD over gun saftey, and I might add that he has gotten all of his saftey habits from me, just taken it a little further......
