After 9/11 New York was basically allowed to act llike it's own country. You have to remember that NYC has its own intelligence network that operates in several other countries.
Basically NYPD turned FBI/CIA. So it doesn't surprise me that Bloomburg woud do something like this. I think it's time that NYC rejoin the rest of the union.

Good line of reason. It's the best we could really hope for. Bloomberg would not have gotten any punishment in any realistic scenerio.
At least this way the FFL's also escape prosecution. Though they will be watched much more carefully now and probably end up with other violation.
If they break the LAW, assuming that the law is clear and can be reasonably followed, then so be it. You can't have a federally-enforced oligopoly without paying the price. Besides, we can still work to get the law changed.
The Rule of Law isn't always perfect, but it's far better than rogue civil lawsuits by a prima donna mayor. Note that the purpose of some civil cases is not to win, but to drive your opponent out of business with the costs of fighting them.
