bad power????

Dad was reloading some 30-06 today,It was 4350 powder he had from 1974.He noticed some brown dust mixed in with the powder,It was still in the original metal can it came in,Could it be rust???

When you see the "Brown Dust" the powder has gone BAD. Toss it in the garden for fertilizer.
