As far as finding owners, that is impossible until one shows off or places it for sale. You cannot check the registry, so to speak. If you knew what the serial numbers were of the 93Rs, it still wouldn't help. If you file a FOIA claim about specific firearms in the registry, they'll redact all relevant information about ownership.
Your best bet is to contact the big dealers, they tend to have lots of connections and might know someone who knows someone... Word of mouth gets around in the NFA community, especially among the MG collectors, probably because it is such a small world. However, that's not going to help you in Italy if that's the market you're in.
Have you contacted Beretta themselves? If you're in Italy and you have the political connections you've alluded to, then that's the obvious place to start.
