The best is what you are comfortable with, what you are accurate with, what is reliable, and what is effective. Tell him to go to a range that rents and try out a bunch of different choices, and buy what is in his price range that meets these criteria.
 
glock 19 is a great choice, and one that i would reccomend as well, the 19 being my favorite glock out there. also be advised that he should go with what he likes and what feels best to him, i like to say that little tid bit when reccomending anyone a handgun and then give other various compaines as a starting point and they can go from there.
 
A Glock 19 is a good choice. I have all the Glock 9mms, and the 19 is a very nice feel in average sized adult hands. I'm more partial to CCWing with a G26, but the 19 is what I carry when it gets colder out.
 
The 19 is on the large side for CC for me. It would end up home more than being carried. If I could start over and by my first one again it would be a S&W 642 without question. Reliable, compact and light enough for pocket carry, cheap practice ammo, and excellent sd rounds available. It's one that can easily be carried all the time. In the event that higher capacity was needed something like the G19 could be added later and the 642 could move to backup status.
 
Concealed carry guns don't automatically have to be compact sized to be considered. Many out there carry full sized, steel framed pistols with no drawbacks whatsoever. The Glock 19 is a good choice as it fulfills the criteria of being a dependable model in a good caliber, but clearly others fit the bill also.
 
I carried a Glock 17 for years on duty, and it never failed me. BUT...I hated the feel and grip angle. As soon as they allowed 1911's, I never went back to plastic.

I have never understood this.. It I will admit it may just be me..however, I have never shot a gun that I didnt get acclimated to after the 1st magazine or cylinder. Big grips, little grips, I just love shooting and shoot well very quickly w/whatever Im shooting..is that odd ? maybe but I see alot weight put into, the one you are most accurate and comfortable with...GLOCK 19 is a great ccw weapon..I carry a G23, same size different calibre.
 
I'd suggest a G26 if it were for carry...I can only carry my G19 in the colder months when I can have a decent cover garment.

Now I carry a Kahr CW40. I love my Glock, and it keeps me safe at home in the nightstand, but it's just too large for me to deal with day in and day out.
 
G19...

That is a solid choice. You can not go wrong with a G19. It would not be my first choice, but it is a great choice. If it were my son, I would not feel that he was carrying an inferior weapon.

Like I said. Not what I would have said, but you could have said a lot worse.

I'm with AZ Husker on the fact that I hate the feel and grip angle of the Glock pistols. I do however, love the feel of my Charles Daly High Power. But then again I'm always biased towards High Powers when it comes to handguns. What can I say, they're awesome.

Tough to hide a 1911 or a full sized service pistol like the G19 without having an untucked shirt or a cover garment. So basically you need to either look sloppy with an untucked shirt all the time or formal with a sport-coat. Even then it is not easy because that is not the roll these guns were designed to fill. They were designed to be carried openly in a belt holster.

I'll bet that the full sized guns stay home more than most people who claim to carry them would like to admit. That's probably even more true when making a quick trip to the store, etc. Holstering up for a full sized service pistol is a lot less likely to happen than stuffing the 642 into a pocket holster and walking out the door. I think everyone's first CC weapon should be one that is light enough to always carry in all seasons in the widest variety of clothing. Larger, higher capacity guns can be added later if necessary. The compact 5 shot revolver should have a place in anyone's CC arsenal.
