Depends on how much weight you want to lug around. If you don't mind carrying 12+lbs around the Savage 12 FV is the be all end all of accuracy Chuck Hawks reported that is was the mmost accurate rifle they have ever tested with it's .25" groups at 100 yards!! If you want something much lighter and more pratical the Tikka T3 is KING! It is a featherweight at only 6.4 lbs! It has the smoothest action anywhere at any price. They promise 1" groups or better @100 yds (mine will do .75" with any ammo) They are compact with their 22" barrel, and to top it all off they cost less then some "bargin" rifles. I got my T3 Light Stainless for $408 NEW!!! If you want somthing in between the 12 FV and the T3 weight wise the Weatherby SUB-MOA Rocks!!! Other rifles that deserve honorable mention for accuracy are the X-Bolt, Rem 700s (X-Mark trigger is very good), and the TC Icon.
 
if you dont mind spending a tad more (900-950) the winchester model 70 extreme weather ss says in its online add that it shoots 1 inch moa. Mine shoots better than that in the .270 (.25-.75)
 
What currently produced production rifles have the best out of the box accuracy?
No price range necessary for that question. The first 3 rounds ever from my Stevens Model 200 in .223 rem. made one hole @ 100 yards with Prvi Partisan 75gr match ammo.
 
Investigate the Marlin XL7 or XS7 series of bolt actions. They have solid pillar bedded stocks, accu type trigger, the bolt head is like the Savages as well as the barrel nut head spacing thing. They look more like Remington 700's and they have excellent recoil pads. They can be had for less than $300.
