You measure your groups different from the way I do. That would not in any way make .476" the way I measure (center to center). That looks more like about .764", assuming it's a 2" target dot, and center ring is 1".
A .476" group is essentially a "one hole" group with a .224" bullet, assuming 5 shots in close proximinity. That is unless those are .177" diameter bullets. A friends .17 Remington would shoot half-inch groups that looked like that, on a 1" target dot.

As to the original question: I've found considerable variation from lot#'s to lot #'s, such that it is impossible to say which bulk bullets are best.
I had one "batch" of 1,000 Hornady's (55gr S.Pt) that would group "half-inch" through three different .223's I shot them through. I now have the remnants of another that shoots 1.75" at BEST ! They have exceedingly deep cannulures on them, so I attribute that to why they "won't shoot".
I had a "batch" of Winchester 55gr Soft Pt. that through my Bushmaster AK-shorty with an ultracompact 6x scope, would routinely shoot groups identical to that posted above by g56. Even better through a Remington m788 I had at the time. In my observations, the Hornady's are usually a little better, on average, though
Wish I had gotten about 10,000 of that lot# of Winchesters, though!!!

I've gotten bad bullets in bulk, and good bullets. Usually the latter.
I've seen similar results in Remington 115gr JHP's I get in bulk. The 2,000rd batch I've got now, will shoot 1.25" at 50yds through my three S&W Perf. CTR 9's. Some lots have shot 4" or worse, though the bad lot's are rare. I've ended up sorting some, by weighing, or other means to sort them out. Usually though, there will be some visual differences, or weight differences that you can spot.
When you get a bad batch though, its tough !!!!
You just have to find a way to utilize them, such as short range work, or, throw them in the melting pot, and make cast bullets from them !!!
