C&R in New Jersey

As an oppressed resident of the PRNJ, my question is this: Seeing as how my home state would seeming wish to tie itself up in a gun-banning huddle :cuss: with California (PRC; PRK?) and New York (PRNY), is holding a C&R license possible here in New Jersey, or is the only obtainable (in theory only; this is, after all, New Jersey :cuss:) thing along those line actually just an FFL?
 
My understanding is if you get a C&R in NJ all C&R gun transfers still must go through a NJ FFL with both Federal and State licenses. You can't have guns shipped direct to you.

Getting a FFL entails first having an address that is zoned as commercial property and once again requires the Federal and State licenses. You also must be "engaged in the business" meaning you can't get a FFL just to buy guns for yourself.

You can get a C&R in NJ but there is no benefit in being able to have C&R guns being shipped to you.
 
There is a 'marginal' benefit to having a C&R in NJ, namely that you still get to send it off to MidwayUSA, Brownells, Grafs, and Numrich to get the Dealer Discount pricing (or very close to it) on everything EXCEPT Firearms.

It ain't much, but...

Grizz22 is correct. I applied last year and got a visit from a very friendly, but professional, BATFE agent who explained the situation in NJ. I canceled my application and requested a refund of my $30.
 
i have a CR license and i live in NJ

i have a CR license in NJ ...and about the only thing it is good for is the discounts at brownells and midway. believe me... the discounts aren't much. maybe a buck or two off a case of .223 rounds.
the atf has no problem issuing one to you... but just remember that you will be opening your home up to inspections from the atf and state police so don't use it to buy a firearm. all of your firearms that you have accumulated before you received your CR license must be put in your bound book. the atf agent that came to my house made me sign a form that i was fully aware that i will be in violation of state law if i use it to buy a gun and she strongly urged me to not get it. i am an old school, bullheaded leatherneck so i just had to have it... so i could say i had an ffl.

While this may be true for 03FFLs in NJ, it's not true at the Federal level.

Just to clarify, for anyone who reads this thread:

From a Federal perspective, NOT New Jersey, here is how it works:

1. The BATFE has the right to do an Annual (that's once per year) inspection of your C&R firearms (ONLY!) and your Bound Book. It is YOUR option to choose to have this inspection at the nearest BATFE Office, INSTEAD of your home.

2. If the BATFE wants to come into your home to inspect anything, they have to get a Warrant from a Federal Judge. (Really, it is one of their 2 options, the Annual Inspection at their office being the other.)

3. You must Log in to the Bound Book any C&R firearms you acquire while you hold the FFL, even if you bought them at a regular store with a 4473 and NICS check.

4. You must Log out any C&R firearms you Sell while you hold your FFL. If it was a firearm that you owned PRIOR to getting your C&R FFL, then you log it in, and right back out. Otherwise, C&R firearms you owned PRIOR to getting your C&R FFL do NOT have to be logged in to your Bound Book. (Though it is recommended so that you don't overlook the whole 'Log them out' portion when you sell one.)

Oh, and the vast majority (>95%) of C&R FFL holder's NEVER have any inspections with the BATFE at all. EVER.

I think it's the bound book only, not the firearms. How would they inspect the weapons if you opted to have the inspection at their office?

It really does include all the C&R weapons in the book AND the Bound Book. They just usually request that you only bring the Bound Book, because, as you pointed out, it would be silly to have some collector schlep in 100 Bolt Action Rifles for inspection.

BUT, technically, they are allowed to do it. And, yes, you would carry them all down to the BATFE office.

I couldn't tell you the last time I heard of them actually doing it, but it is within the regulations. How else would they verify that the entry in your book matches the actual weapon? Of course, since they almost always DON'T have you bring the weapons with you, you have to wonder if the already rare Bound Book Only inspection actually accomplishes much of anything. Your Tax Dollars at work.
